Agriculture is Michigan’s second leading industry and has thrived even through difficult economic times. It is an important engine for our economy and a creator of countless outstanding jobs. The 10th District is home to a vital ag sector and a broad diversity of crops. In Congress I will help lead the effort to keep our ag sector driving forward. Rein in Federal Over-Regulation:

For too long, out of control federal regulators have placed massive new costs and restrictions on American agriculture that do little to protect our environment. This unaccountable and unelected 4th branch of government is the single greatest threat to our agriculture industry and my plan would put checks in place to stop them.

  • Repeal the Waters of the United States Regulation. This regulation goes far beyond any mandate ever authorized by Congress and must be repealed.
  • Bring common sense to the definition of wetlands under federal and build a national standard along the lines of the Michigan DEQ standards now in place.
  • Repeal regulations requiring pesticide permits for crop protection when those pesticides are applied in accordance with federal labeling standards.
  • Pass Congressionally directed standards for a VOLUNTARY GMO labeling standard that cannot be exceeded in any state.
  • Remove federal funding from regulatory agencies that exceed Congressionally mandated authority.
  • Pass the REINS Act that would require both houses of Congress to affirmatively approve any new proposed regulation that has a cost of over $100 million on the national economy to give authority and accountability back to Congress and take it away from unaccountable bureaucrats.

Legislative Action:

My legislative plan has two aims, protect gains that have been made by American agriculture so that farmers have certainty in operating their businesses, and lead the charge for new policy victories that further strengthen agriculture.

  • Ensure full implementation of the 2014 Farm Bill. Fight against any legislative efforts, including through the appropriations process, that backslides on any commitments made previously so farmers have certainty going forward.
  • Fight any efforts to repeal the “No Cost to the Taxpayer” sugar program.
  • Make certain that risk mitigation programs are available for all commodities across the ag spectrum.
  • Work for enhanced support of Vocational Educational Programs so that farmers have access to a well trained workforce for all aspects of ag operations.
  • Reform programs that affect the workforce to ensure that the ag sector has access to consistent, reliable and qualified labor for ag operations.
  • Expand access to foreign markets for American Ag products through Free and Fair Trade. I will fight against any efforts for inclusion of any non-scientific based “Precautionary Principles” in trade bills that discriminate against American agriculture.
  • Pass an “All of the Above” energy plan, including wind and ethanol. Put in place incentives to encourage energy infrastructure development that helps energy reach rural America, particularly low cost, clean and efficient natural gas.
  • Expand incentive based programs like the Soil Conservation Service instead of more regulatory mandates from EPA.

Reform the Tax Code:

Our overly complex tax code stands as an impediment to economic growth, including to agriculture, and must be reformed. For 30 years the career politicians have talked about reform and failed to deliver. Now is the time for action.

 

  • Repeal the entire current tax code – including the “Death Tax” – to force action.
  • Enact a new simpler and flatter tax code that reduces the number of income tax brackets, lowers rates for all, and eliminates countless special interest tax breaks that go to those with the best lobbyists or best connected.
  • Allow full and immediate expensing of new investment to encourage expansion and economic growth.
